Implement contact-level time formatting specification
I want to be able to configure a time format setting at the contact level. This will allow me to send notifications with the user's desired time format.
We can currently change time formatting options at the notification service level, but I have users receiving notifications from the same system who have different formatting requirements.

Use Case (Case #894980): Customer would like to include data and time in SMS notifications, but is hitting the char limit quickly due to the full date/time being added to the notification body. Shortening the full date/time string to something like "dd/MMM/yy hh:mm:ss" would help.
