Use MKV files instead of MP4 files for "Video Links for Blocked/Offline YouTube Access"
Unlike MP4 files, MKV files can hold multiple audio tracks and multiple subtitle tracks. This would allow the versions of the videos in English that are simply dubbed and/or subbed in another language to finally be available for download without creating a new file for each language. The user can then select their preferred audio and subtitle tracks from within their video player.
